Can a law enforcement officer detain me without an arrest?

Yes. If an officer has reasonable suspicion that you may have been involved in criminal activity, he or she may ask you to identify yourself and tell where you were at a specific time without arresting you. However, the officer may not remove you from the premises without making an arrest unless you voluntarily agree to accompany the officer to another location.
